EVERY PERSON STARTING A FIRE IN THE RURAL MUNICIPALITY HAS RESPONSIBILITIES UNDER THE PRAIRIE AND FOREST FIRES ACT, 1982.

A COPY OF SECTION 15 OF THE ACT IS ATTACHED TO THIS PERMIT. READ THOROUGHLY BEFORE STARTING YOUR FIRE.

General:

15 In a burning permit area or elsewhere, whether a permit is required or not, no person shall:

Start an outdoor fire for any purposes without first taking sufficient precautions to ensure that the fire can be kept under control at all times;
Start any outdoor fire for any purpose when weather conditions are conductive to a fire’s readily escaping control;
Fail to take reasonable steps to control a fire for the purpose of preventing it from spreading;
Deposit, discard or leave any burning matter or substance in a place where it might ignite other matter and result in fire spreading;
Conduct any activity that involves the use of a fire or that might reasonably be expected to cause fire to spread, unless he exercises reasonable care to prevent a fire from occurring;
Leave the place where he has started an outdoor fire without fully extinguishing the fire.

*** REMEMBER – A PERMIT FROM SASKATCHEWAN ENVIRONMENT (953‑3422) IS REQUIRED AS WELL AS FROM THE RURAL MUNICIPALITY IF YOU ARE BURNING WITHIN 4.5 KM OF A PROVINCIAL FOREST ***

The application made by dated May 20, 2012 is approved subject to the following conditions:

Receipt of an email from the RM of Prince Albert granting approval.
To be binding you are required to complete the following:

Responsibilities of the Permit Holder

Exercise reasonable care and precaution to prevent the fire from spreading and ensure the fire is properly extinguished.
Notify any private owners or occupiers of any adjacent land before starting the fire.
The issue of a burning permit does not discharge the person acting thereunder from responsibility for damage caused by the fire.
Notwithstanding the issue of a permit, no fire shall be started if conditions exist that might cause the fire to spread and go out of control. For example, burning when winds increase beyond 20 kilometers per hour (kph) or 12 miles per hour (mph).
If a fire spreads or is likely to spread and expenditures are incurred by the municipality or any person in controlling or extinguishing the fire, the permit holder is liable on summary conviction to the penalties as provided in the general penalty bylaw of this municipality.
The following materials are prohibited from burning in an open fire, incinerator, or at landfill sites:
- Waste or spend lubrication oil
- Motor vehicle tires
- Railway ties and other wood treated with wood preservatives
- Materials containing rubber or plastic
- Animal manure.

Prosecutions could occur if any of this burning contravenes the Clean Air Act & Regulations.

Smoke management concerns must be addressed before any fire is lit.
- Wind direction will dictate the spread of smoke.
- Ensure all residents who will be affected are notified.
- Smoke must not at anytime seriously obscure road traffic.
All fireguards must be bladed or disked to mineral soil to cover 100% of the guard. All burnable material, grass, leaves, etc. must be removed.
Widths:
- Burning Barrels: 3m (10 feet) around the barrel, 6m (20 feet) from standing timber.
- Fine Fuels (grass, stubble): 6-15m (20-50 feet), 15-23m (50-75 feet) from standing timber.
- Windrows, brush piles: 6-15m (20-50 feet), 23-46m (75-100 feet) from standing timber.
- Rangeland improvement: 60m (200 feet) from standing crown timber.
